James Etter (Bill) has over 35 years construction experience that began in Bakersfield, CA, where he owned and operated Etter Plumbing and Etter Construction. His construction experience ranged from single-family subdivisions to million dollar commercial plumbing contracts. In the early 90s he relocated to the Tri-Cities and began his construction business. Bill developed a 68-lot single-family subdivision in Richland known as the Vineyards.
